No, the primary platform is always PC, they develop every game on a PC first.

Well the 360 released a year ago with awesome online, smooth frame rates, reasonably priced package.
The ps3 release a year late, laggy online when not completly slashed from the game, half the expected frame rate (Resistance 60 ---->30 ) and a massive overprice.
